While I see your reasoning, and I think I understand it (sorry, if this sounds 
a bit low. I don't want to pretend I understand it fully, when I only feel a 
glimpse of understanding), and while this is a way to do it, I think this 
isn't necessarily the _only_ way. 

The idea to do it differently doesn't come from me, and I don't want to take 
credit for it, but I want to ask you to have a look at it. 

It uses "object authenticity" instead of trusted peers, and the creators 
(Department of Computer Science at the Cornell University) claim, that the 
effect of a spammer voting honestly for many files to increase its 
credibility even helps the network, because it will help increase the 
trust-rating of good files to a stronger dregree than it will help its fake 
results. 

I'm sorry, if this doesn't sound completely clear. I wanted to keep it short, 
so I didn't want to quote literally, and I think I didn't get it exactly
