Re: qrp and hops flow warning

We must be counting differently.  If a leaf sends a hops flow message with
value 2, LimeWire will forward only messages with hops 0 or 1 to that leaf.
LimeWire always increases the hop of a received message, so the leaf
mentioned above will only receive queries that originated in other leafs
connected to the same ultrapeer, or the ultrapeer itself.

With that in mind, it makes no sense to add the leaf's QRP table (which just
happens to be 100% full !!!) to the combined QRP table.
