Encoding !!

In handshaking, Gnutella peer send "Content-Encoding: deflate" for the response of "Accept-Encoding: deflate" , if it has support for deflate.

My question is :
Is it possible that data may be or may not be encoded  or all the communication between the peers are encoded ?

How peer detects that data is encoded or not ?
