We already told you that you will get a 206 only if you include a Range:
header in your request that is not encompassing the whole file.

Partial file sharing is widely implemented in Gnutella so if it does not
(seem to) work for you, then you are not using HTTP properly.  When in
doubt between PFSP and HTTP, HTTP specs will always win.
