I think it is a good idea to store firewalled sources. There are much
more firewalled nodes than non-firewalled nodes. We want to utilize
the bandwidth resource of them. And non-firewalled nodes are potential
ultrapeers which are precious to the network. Since we put more
network management load on the ultrapeers, it would be good if we can
reduce their load on uploading files. In addition, for rare files,
firewalled sources might be the only sources.
