I assume that full collaboration won't happen. The xfree**** spammers likely 
won't collaborate with the br***** s***** spammers, and there are still the 
payed mercenaries who attack the whole network and will be at odds with the 
others beause they threaten their business model (while the mercenaries can 
more easily switch to the next network, because their actions need more 
background knowledge, so they should better be able to adapt). 

So I think it's safe to assume that we have several competing groups of 
spammers with different goals.
