For example by adding ability to create good network graph in same maner as RIP-protocol helps to routers to route. There is some useful stuff already implemented like longdistance-PING/PONG packets in Gnutella 1 and KHL/LNI packets in Gnutella 2 which can help to do this task. Perhaps its time to merge crawler and ultrapeer in one "smart" ultrapeer.
