I have my doubts as far as the bandwidth savings are concerned. If your goal is to control the number of HTTP requests you receive, the point to start would be the download mesh, because once you have entered the download mesh for a single file with ten or more downloaders at the same time, you essentially stop sending queryhits altogether so the number of HTTP requests you receive stops to depend on the number of queryhits sent. 
If your goal is truly to control the number of HTTP requests you receive, you will have to start with the download mesh and here a small UDP message replacing the expensive HTTP requests could really come in handy.
