Sure, we must conform specification on writing tags.
On reading we must support existing content. As latin-1 is subset of any 
charset (unsure about DBCS), we can use system or preffered charset for 
reading tags.

Yeah, I really unsure about DBCS. Is there a way to determine is charset 
is DBCS?
