I could work on this addition dialog class, and then provide a patch for
adding the button in the main window and to remove the View->Change menu
item.

May be we should also make the language selection dialog class based on a
reusable panel, that could be inserted in other user settings (for example a
list of additional prefered locales for connections) with a separate
descriptive label.
