I guess Java 1.5 still have this issue. Because almost XP users are using Java
1.5 and reports this bug.

Appending ???? is the best idea for NTFS file system (only).
Limiting total characters length to 255 is safe way
for all Windows platform (including Win95/98/Me/2000/XP) for all file system
(including FAT/FAT32/NTFSv4/NTFSv5).
