Just update your existing one:
there's just a few properties to change (notably because the color scheme 
would not work reliably if missing colors were given some default values) 
and then a version resource to update. Plus a few additional icons, that you 
can also borrow from an existing theme in the new format.

If you want a template, the simplest is to rename one of the *_theme.lwtp 
files with a .zip extension, and then extract its contained .txt file. Then 
check that your theme contains at least the same image file names.
To test it in Limewire, just rename your zip file back to .lwtp, store it in 
your USERHOME\.limewire\theme\ directory and refresh the list of themes in 
Limewire.

The format has changed since LimeWire 2.3, several months ago, and updating 
existing themes was not that complicate and long to do... You may then 
propose your theme to Limewire (see the LimeWire themes page for details).
