32 is standard yes.

Ultrapeers tend to hold around 30 other ultrapeer connections and around =
30
leaf connections - the average might be a little lower.  Note that there
also tends to be locale preferencing of 2 as well so if you are a French
node, you would want to hold 2 of your 30 ultrapeer connections to other
French ultrapeers.
