French 100% update (content filters,and so on)

Please see attached the 100% complete (and tested) French bundle update that I cannot commit myself.

The new option for the content filters are great, and the language button in the status area is also a good idea. Thanks for renewing the country flags in the new language selector that replaces the menu that too few people are seeing, and that caused troubles inpeople configuration whenthey inadvertenently selected another language option.

I have seen that you are lacking flags for Welsh, but for now there's no resource for it (only a template to fill in). Just anote: GB is not part of UK, it is UK in ISO 3166-1 (GB includes Northern Ireland). But Jersey, Guernesey, and Isle of Man are not part of UK (for the UN, they are independant countries, even though they recognize themselves as dependencies of the British Crown which is not UK and is not a country, and even if they have a free association with UK in some domains; they are like Cook Islands for New Zealand, they have their own Constitution,citizenships, passports, languages, laws, currencies!).

On the opposite, Wales, and Scotland are part of UK=GB, with semi-autonomous system, but not self-administrating (they don't have their own citizenships or passports). They are like the Spanish autonomous regions, but have no consitution. The states in US are even more dependant than the former countries, because the US states have their own Constitution. So displaying the UK flag is even more appropriate for them than displaying the US flag for British English, or the French flag in Quebec or Belgium...

So it would be great to allow selecting languages, but also separately the countries. The LimeWire connexion preferencing options could offer two alternatives (possibly complementary: language, and country/continent). This would be helpful for multilingual countries and for users that want their native language but would certainly like as well connections with people in the same country or continent for getting more content.

So the connection preferencing could first honor the languages, andas long as there's not enough, at least one connection in the same country, or alternatively in the same continent.
