Your message appears to be broken, because the file attachment was incorrectly encoded (some Polish letters are missing or replaced by question marks).

Apparently, you edited it with WordPad and saved it in RTF format; however your email agent interpreted the file attchment (that you had named with the ".txt" file extension) as being plain-text, and corrupted its content.

If you edit the file as RTF, make sure you change the file extension to ".doc" instead of ".txt" when saving, because otherwise, the email agent will not detect that the file needs a binary encoding instead of being sent as a plain-text file, which it is not.

Also verify before attaching the file that you can reopen it with your editor and that accents or special letters are preserved. If the file does not open correctly in your editor, or if the editor displays any garbage such as not detecting that its format is RTF, then you've got a problem, and your email agent will have the same problem when including it as attachment to your email, and the email transfer will also have problem to preserve the binary compatibility of your file attachment.

If you are not convinced, by what we see, try sending the file to your own email address, and you'll see how it is received, and broken during transfer.
Note that apprently, your email provider is not 8-bit clean, and strips non ASCII characters and replace them by question marks. For this reason, make sure that you set your email agent to use a 7-bit compatible encoding mode (use Base64 or QuotedPrintable for binary compatibility);

But generally, it's safer to compress your file into a ZIP archive: the email will be smaller, and the file attachment is verifiable at reception to know if the file was corrupted during transfer.

For now, your submission is unusable.
