In Fedora, allowed algorithms are centrally managed through
crypto-policies, where SHA-1 is indeed disabled for digital signatures:

You could either downgrade the policy profile to LEGACY, with:

  sudo update-crypto-policies --set LEGACY

or create a custom crypto policy:
