CAPS usage in the wild

  I came across the CAPS file staticis report [1][2].  I got wondering---is
the CAPS file even used?  I checked the logs for my gopher server [3] for
the past month (that's as far as my logs go) and in that time, I've had
34,736 total requests, but 0 for caps.txt.

	server is the one with odd Path semantics.
