Sorry for not trying this but I thought I had tried everything before. I managed to get UT2k4 working, and this is how. I threw together a python script that would wait for 30 seconds before executing a netstat command. I then just looked to see what ports Unreal Tournament was using and opened them. On the serverside it was using tcp 28902 and on the client side it was using 1831. I just allowed them both in both zones just in case I want to run a server at some point, and the game now connects just fine.
