Short answer: yes. I've done it with adsl and cable on Mandriva. There
are two aspects to your project. If you are asking about rp-pppoe
because you don't have an adsl connection yet or, even if you do, and
your isp uses pppoe, I recommend it. It should be in your main urpmi
source; become root and:
urpmi rp-pppoe
as root, configure your connection:
adsl-setup
start, stop, as root:
adsl-start
adsl-stop
or set up a user with visudo to use sudo to control the connection as
normal user.

You could put
adsl-start
at the end of /etc/rc.local if you want to dial-up during every boot but
I prefer to start after boot because, if the isp is down, boot will
stall for a long time waiting for a timeout. There are other strategies.

Mandriva puts guarddog in contrib, so make sure you have a contrib
source or download the latest rpm from Simon's site and:
urpmi guarddog
or
urpmi /path/to/guarddog.rpm
Urpmi will prompt to install iptables.

As root, start guarddog from cli with
guarddog
click on Help to read the very clear manual. I think it's about the
easiest gui around. Once you have configured guarddog, it's loaded
automatically at boot. Be sure to enable the dns, http, mail, ftp etc.
protocols that you use.
