Is there a link to /etc/init.d/iptables from /etc/rcd.#/ where # is the
`runlevel` you are at.
When iptables starts it reads /var/lib/iptables/active. Maybe iptables
is not being started correctly. Also `apt-get update` `apt-get install
guarddog iptables`.
