Yes.
Write a script which will be start on commandline on starting Hamster as a
service. It needs to have

AtClear
AtAdd...
AtExecute
quit

look into the help file for details.

That's possible, load in the mail via list* -functions. Now search for the
Header X-Priority and at the end do what you wanna do.
