That will *never* work, cause _admin_ can't use IMAP.
Create in Hamster(!) a new User named "IMAP" (e.g.) with(!) Password.
This account must have an "IMAP-Mailbox" (You have to choose NO Mailbox, POP3
and IMAP) Then use this account in Outlook Express (Client).

There are two possibilities of creating folders:
1) Use Outlook Express (Client) as usual and set them there up. (New Folder)
2) Create Sub-Folders in Hamster's User-Account-Directory. This is 'tricky'
   and should only be used for scripts if you can't use anything other.
