Sure - but what do you actually want it to do?
Hamster is a mailserver/newsserver combo, as you presumably already know.
I tend to do remote admin on mine via either OpenSSH (for command line 
stuff) or VNC (remote desktop - something like PCAnywhere)
As almost anything you need to do you can do by editing a few files or 
sending a command line option to the hamster daemon, I find OpenSSH 
easier and a lot more secure than running a full HTTPd just to do remote 
admin.
If you *want* a small, easy to use HTTPD that is similar to hamster in 
ease of use and so forth, then I usually recommend WebWeaver from 
http://www.brswebweaver.com/ - its free, low footprint, and offers both 
a HTTPd (with scripting support in a variety of forms) and a FTPd in a 
single server.
