I would suggest this be approached in two phases.
The first phase is a standalone program (in vbscript, vb or c) that 
processes files dropped into a directory, and *if required* forwards 
them on via SMTP to another otherwise conventional IMAP server.
The second is a generic IMAP server - any such server will do, as you 
aren't doing anything special inside it.
