frame rates

Hi all,

I'm using Webcam but can't get framerate more that 1 frame per 5 seconds. Here's my rc file... whats wrong with it? what can I add to specify a Phillips cam(does it even matter?) 
I also installed 'streamer' but can't for the life of me get it working, can anybody post a simple example for newbies to try. 
Maybe it's just me but it seems the ayttm website is a bit lacking in the details(even just some more pointers would help a great deal).
