The contact_mgmt_flush function (and as a result start_auto_chatrooms)
was never getting called for irc since the conditions for adding the
function in timeout is that the calling local account should either be
connected or connecting (using ela->connected and ela->connecting
flags). We were not setting these flags anywhere in IRC.

It's been fixed now in libirc-mod branch. Can you check if it works?
