See above, RHEL3.

If you would take a look into 

/etc/sysconfig/network-scripts/ifup-ipv6

you would found that either
/etc/sysconfig/network-scripts/static-routes-ipv6
or
/etc/sysconfig/network-scripts/route6-$DEVICE

is supported, same config like for IPv4.
