Hi Jason, The "%x" in the end of the windows ipv6 addresses shows virtual interface numbers, they are not meaningful outside the computer only when you are using link-local addresses(it only works between two links) you should ping with %x at the end. Other wise you must not use it. thus you should use the site local address(fec0:......) of the windows client without the "%1" part. I wish it would work...
