(racoon 691) CISCO IOS and RACOON

Hi,

I don't know is this right place to ask, but why does Cisco IOS (12.3) 
only works with FreeBSD if unique set in setkey spadd eg:

spdadd 192.168.2.0/24 192.168.1.0/24 any -P out ipsec
esp/tunnel/1.1.1.1-2.2.2.2/unique;
spdadd 192.168.1.0/24 192.168.2.0/24 any -P in  ipsec
esp/tunnel/2.2.2.2-1.1.1.1/unique;

If require is set it doesn't work, it fails in phase 2.
