(racoon 693) Patches for hybrid auth support and interoperability with Cisco VPN client

Newer racoon + hybrid auth support can be found here:

This version is able to interoperate with the Cisco VPN client 3.0.5
using hybrid auth (aka "mutual group authentication").

Updates since 2004-08-26:
- fix endianness problems (it bugged on little endian boxes)
- RADIUS support through optionnal linking against libradius
- authentication source is configurable (system or radius)
- user configurable banner message
- documentation was updated
- sample racoon config file to act as a server for Cisco VPN client

Todo:
- Allocation of addresses through DHCP: I don't know hos to do that. I
did not find any DHCP client library available. I checked OMAPI, but it
seems it does not allow to create a lease, so it's useless in that
situation
- IPv6 support in ISAKMP mode config: I can write it, but I can't test
it, as the Cisco VPN client does not seem able to do IPv6 (to be
checked).

Anyone can tell me if this is going to be integrated in KAME repository
one day?
