(racoon 803) Configuration reload without loosing existing tunnels.....

Hi.

Many racoon's user here already asked for a "conf reload" which would
allow existing tunnels to be kept (at least ipsec-tools-devels team, a
few developpers/users and ..... me :-).

And the problem is more complex than that, because we'll have to keep
synchronization between SPD (with uniques entries, we'll have problems
with reqid updates), racoon's conf and racoon's infos about negociated
phases1/2.


I'll start soon to try to implement such a feature. Any person which
is interested in such a work can contact me, even without developping
skills: I also want to see what people want, to try to make the better
implementation.

Of course, developpers are welcome, and if someone already started
(finished ?) such an implementation, or at least "some code which will
be helpfull", they are welcome ! :-)
