(racoon 862) Racoon on Kernel ver2.4.18

Hi,
I need to port racoon on linux kernel version 2.4.18.All the PF_KEYs has been stubbed using ioctl and select calls for some specific application.
The same I did on fedora(2.6).It was working fine.Now I need to move the same on this linux 2.4.18.I am finding the difficulty in the isakmp_open function in which bind fails.I make sure that no other application was using the port 500 neither any other instances of  racoon was running.
Is there any change in socket options from 2.6 to 2.4 I need to do.
Plz provide some info on this.I have attached the logs for details.
