Frederik,

Thanks for the push in the right direction.  It turns out that the 
compression was not the problem at all (but it was a source of confusion 
for me).  Once I started looking at the SPD entries, I noticed that I 
had incorrectly set them as transport, rather than tunnel.  I switched 
it to tunnel, and now everything works.
