(racoon2 45) two other config bugs

I tried to see what to do for the "proxy mode" (cf a next message)
and I found two other bugs:

 - spmd crashed if a selector has no src (or dst)
   (I strongly suggest to update the doc in order to identify optional/
    mandatory fields and what can support one or many (i.e., a list)
    value(s), and of course to check this in the code)

 - 0.0.0.0/0 in a selector src doesn't work at all
   (I can investigate and propose a fix, there is more than one bug
    because the TSi in the 4th message is 0.0.0.0-255.255.255.0 ?!)
