Right now, basic IKEv1 support is in a separate branch of CVS.  It's
only the Identity Protection exchange and Quick Mode exchange.  I'll
have to clean it up somewhat and see if optional features left-out are
easy to incorporate.

No immediate plan right now.  I think somebody volunteerd to provide a
hack but haven't heard after it.  Since it looks like in high demand,
I think we may have to raise priority.
