(racoon2 80) New ML for Racoon2

We have prepared a new mailing list for racoon2 users,
[email protected]. because the kame project was
completed and the resources would be reduced.  The subscribers
of the old [email protected] are *not* added to this ML automatically.
Please subscribe to the new list *by yourself*.
The old ML will be terminated in 6 months.
