Please test TOPICPREFIX

Hello,

I have implemented TOPICPREFIX pretty much as described in
http://rt.blitzed.org/Ticket/Display.html?id=334

If you have a few spare moments please would you be kind enough to
point your IRC clients to /server fullers.strugglers.net 7500 where
you will be able to identify to your normal Blitzed passwords.

The channel #blitzed on that network has a topic prefix set, and you
can set one on your own channels as described in /cs help set
topicprefix.

Please let me know if you manage to break it, or if you don't like
how it works.
