Expiring channel founder takes channel(s) with them

    Then I thought, that maybe as IRCOP's you could see when the chan was
    dropped, and which nick dropped it..?

    were, is that it could end up with channels passing to people who shouldn't
    have them, and never going back.  I suppose you could say that happens
    anyway...
