I'd say that, given a week, most of the time they would find the
owner, or at least would be aware of what is going to happen,
instead of one day finding the channel unregistered.  or, worse
still, registered to someone unrelated or hostile.

I don't like the idea of passing the channel to highest ranking user
because:

a) it makes successors obsolete, and this is exactly what successors
   are for (although you could argue that since successors aren't
   being used they are a failed concept).

b) I think that "giving the channel to someone on the access list"
   is psychologically different to "expiring the channel".  Users
   can understand the latter as a normal part of how IRC networks
   with services work, but the former could be quite controversial
   since to them it is like we directly gave away the channel.  We
   can say "it is automatic, the nick expired" until we are blue in
   the face, but you know what users are like..

c) there's likely to be more than one user with the same highest
   level of access.  Who'd get it?  The one with the oldest nick?
   What if the founder wants to nominate a specific successor?  How
   to document all the different options?  Complicated.  Why can't
   they just use successor (or choose not to)?
