spambot .list removal

I remember discussion on removing the ability of users who are not
identified to services from issueing the /list command (instead getting
some nickserv help). Is there any progress on this? I've noticed a the
frequency of spambots has increased. Removing their ability to issue a
list would get rid of them. Perhaps an exemption line for bots like
searchirc and netsplit.de's ?
