Well I was thinking it would only apply where the fault was found to
lie with the admin concerned and not any other part of the process.
If it was written as something like:

        In cases where a server has failed to vote and EB believe
        that the fault lies with the admin concerned, punishments
        such as temporary loss of voting rights may be in order.
        Persistent failure to vote can lead to delink vote.

would that be more acceptable to you?

I haven't discussed the vote stuff with anyone else before just
writing it on the wiki now, so maybe I am completely off the mark
with my ideas.
