Adding a co-admin just to remind an admin to do things seems
excessive.

Would have to be decided on a case by case basis.  No action has
ever been taken against any of our admins for this even though some
have had "I (forgot|was too busy) to vote" incidents 3 or 4 times
now.  But that has been spread over several years, not all in a row.

Because punishing someone for not voting by taking away their voting
rights is not a long-term solution; if the goal is to get rid of
admins that can't be bothered to vote, why make it so they have no
need to vote?  We may as well just forget the idea and just ignore
it when some people do not vote as the outcome would be the same but
with less shouting.

Taking away someone's voting rights IMHO could only ever work on
people who actually want to vote but just need a little..
encouragement/reminder/motivation.
