I would recommend servers having a coadmin also subscribed to whatever
list the voting announcement is made to help 'remind' their admin or take
over voting duties in the precieved absence. Although, this would require
someone knowing their admin has not voted (some kind of notice).

What does persist mean, how many times?

It's not really the best option to go about delinking servers for the
slightest things, why would the admin just not lose voting privlidges for
a set time?
