RFC: ircd choice vote

Things have been quiet of late about what we're doing about
modernising our ircd.

I believe that the people who are capable of non-trivial ircd coding
are now even less likely to have time to do it, and meanwhile we are
stuck with an ancient ircd.  Bahamut 1.6 which was once the future
even now is being obsoleted for 1.8, yet we are still on 1.4.

While we can agree that it would be wonderful to take a clean, sane
and actively-developed ircd like ratbox and add our required
features, and that this is not an incredible amount of work, there
is still no one who is really volunteering to take care of that or
making any progress on it.

Therefore I put it to the admin team that we should take a serious
look at switching to unrealircd.

Yesterday in msg Phil Kern said something like "I know you have some
strange love for Unreal, but.."  This took me by surprise!  I once
recall writing an email rant about how much unrealircd pissed me
off, but that rant was mostly targetted at the clueless users of the
ircd.

I have no love for unrealircd, but no real problem with it either.
I'm interested in seeing how well it works, since it appears to
support almost all features that we want in an ircd.  The only
things it doesn't support are things that are unique to Blitzed
anyway: umode p and regex qlines.

So anyway, in the next few days I want to call an admin vote to
determine what we will do about our ircd.  One of the options I
propose will be "switch to unrealircd once grifferz + ircd team are
satisifed that it has the features we need and our services works
with it to the level it does now".  Another will be "let's do
nothing and stick with our current ircd".

If we did decide to go for unrealircd then I imagine it would be
some weeks or months before I could finish making our services ready
for that, but I am unwilling to do that work without committment
from the admin team to use the finished product.

Does anyone have any other serious suggestions for other choices,
other vote options?
