But it isn't possible for every ircd to rehash simultaneously and
any users who connect while the net is in an inconsistent state
would have different hosts on different servers.

Even if you made a server command that sent a key to every server at
once, there would be a race condition between the time the message
takes to get across the network and the time it takes to accept a
new connection.

So either Unreal does not handle this, or it does, somehow. :)
