Well, on a techincal level, yes.
I always argue at work about that.
"White and black aren't colours!"

Why, yes they are. They both have a RGB (Red/Green/Blue) value, and I 
need a RGB value to define a colour in various software. So therefor, 
they are both a colour :P

(The "other" answer would be no, since they aren't colours, but nuances 
or hues, can't remember the right word in english.)
