I would argue that if you (as admins) have decided to add a new server then that is of general interest to the Blitzed users. I would say however an email saying that the admins have decided to vote on whether a new application will be granted a testlink or not is not of general interest to Blitzed users. When you make a decision on it then fine. But do the thousands of users who would potentially be relevant subscribers to the public list really have an interest in how the voting procedure will take place for a new application? I want to know if/when there is going to be network downtime. I want to know if there are major changes to the network. I want to know about changes in policies for Blitzed users.
