Like I said before I think we need to make all admin votes the same
because otherwise it's too confusing and people do it the wrong way
no matter what is said in the news item.

We can make all votes condorcet because even votes with just two
options work with that.

But can we decide whether votes should be cast (for all admin votes
after this one) to either staff@lists or [email protected]?  I don't
have a strong opinion either way as long as it's consistent.
