Well, as discussed in the thread at
http://article.gmane.org/gmane.network.irc.blitzed.general/2161, all
admin votes need to be condorcet with votes being cast to
[email protected]  That means they don't have an explicit abstain
option.  I have edited the news item and if anyone makes a mistake
then the vote counters will need to contact them for a
clarification.
