Voting policy is via condorcet as stated in the wiki.

And even on a testlink vote, you can have no real opinion either way -
therefore by forcing a straight Yes or No vote [I will assume Yes and No
seeing as no clear options are stated], you are denying someones choice
to state "I have no real strong opinion in this matter, so I am happy to
abide by the majority"
